How OFAC enforcement adds up

  • OFAC has published 2,065 penalties, settlements and findings of violation since 2003.
  • The ten largest account for 74% of every dollar, and the 25 largest 95%. A year's total depends on whether one of them lands in it.
  • 4 years topped $1 billion: 2012 ($1.1 billion), 2014 ($1.2 billion), 2019 ($1.3 billion), 2023 ($1.5 billion), according to OFAC.
  • 140 rows name an individual rather than a company.

What this means for technology buyers

Many of the largest penalties in the table went to banks that processed payments for sanctioned parties. Screening is the control meant to stop them. These guides compare the options:

How this list was built

The universe is every row in OFAC's civil penalties and enforcement tables, one per year from 2003, and the current year's table to date. Each year's rows were checked against the totals row OFAC prints beneath it, and every year from the third onward matches exactly.

Limits

  • OFAC's early tables do not add up. In 2003 and 2004, the totals OFAC prints differ slightly from the sum of its own rows. This page uses the rows.
  • Rows, not cases, in the early years. Through 2005, OFAC grouped several small actions into one row; the count column carries them.
  • Settled amounts, not maximum penalties. The amounts are what OFAC imposed or settled for, often far below the statutory maximum, and sometimes deemed satisfied by payments to other agencies.
  • Names as published. OFAC names a company as it stood at the time; later mergers are not reflected.
