Block and PayPal drew 47% of the 37,508 money transfer, digital wallet and virtual currency complaints the CFPB received from July 2025 through June 2026. In the CFPB's mobile or digital wallet category alone, the same two companies drew 73% of 18,105 complaints, according to CFPB data. The next company, Chime, drew 2,153.

These are counts, not rates. According to the CFPB, its complaints are not a statistical sample and are not representative of all consumers' experiences, and companies with more customers may have more complaints. No public measure of users or payment volume covers wallet apps, banks, remittance companies and crypto exchanges alike, so this page ranks by count and shows what each company's complaints were about.

Transfers for some companies, wallets for others

The CFPB files a complaint against the company the consumer names, not against an app. According to CFPB data, 12 of the 25 companies in the table drew more complaints about domestic money transfers than about any other sub-product, among them JPMorgan Chase, Early Warning Services, Wells Fargo and Bank of America. For the two leaders the reverse holds: according to the CFPB's data, 71% of Block's complaints in this product and 77% of PayPal's were about a mobile or digital wallet.

A payment company's complaints can also sit in other products, such as a checking account or a prepaid card. According to CFPB data, this product was 63% of all the complaints filed against Block in the window; the table's last column gives the same share for every company.

What this means for technology buyers

According to CFPB data, fraud or scams and unauthorized transactions are among the three issues consumers raised most in this product, and every complaint the CFPB forwards needs a response the company can stand behind. For a bank or payment company, that makes fraud detection, transaction monitoring and dispute handling one system of record. These guides compare the software involved:

How this list was built

The universe is every complaint in the CFPB's Consumer Complaint Database filed under the product "Money transfer, virtual currency, or money service" and received from July 1, 2025 through June 30, 2026: four full calendar quarters, ending at the latest quarter-end at least a month before the database's last update, counted by the date the CFPB received each complaint. Each complaint is counted once, under the company the CFPB filed it against. Names are as the CFPB files them; no affiliates are combined, and the table shows a shortened form of each filed name.

The CFPB has no category called "payment app". Its nearest is the mobile or digital wallet sub-product, so the page ranks the whole product and shows each company's sub-products beside its count.

The counts were read from the CFPB's public search API, without downloading the database, and the build reconciles them to the API's own totals: the 483 companies add up to the product's 37,508 complaints; the 7 sub-products add up to the same total, and each sub-product's companies add up to that sub-product; company by company, the sub-product counts add up to the company's count; the 16 issues add up to the total; and each company in the table, read on its own, reproduces its count and its issues.

Limits

  • Complaints are what consumers report, not a sample. According to the CFPB, a complaint is published once the company responds or after 15 days, complaints are not "information" for the purposes of the Information Quality Act, and the database is not representative of all consumers' experiences.
  • Counts scale with size. According to the CFPB, complaint volume should be read against company size and market share. No public figure for users or payment volume covers all of these companies, so this page does not adjust for size.
  • One product. Complaints about a payment company that the consumer filed under another product, such as a checking account, a prepaid card or a credit card, are not counted here. The last column of the table shows how much of each company's complaints this product is.
  • Some companies are missing. The CFPB does not publish complaints it refers to other regulators, such as complaints about depository institutions with less than $10 billion in assets.
  • Names as filed. A group that files under several company names appears once per name, and a complaint is credited to the company the CFPB filed it against, whatever app or brand the consumer used.
  • One window. The data covers complaints received July 2025 through June 2026, read on October 23, 2026. The CFPB says the database generally updates daily, so a later count for the same window can differ slightly.
