Key Takeaways
- Capital One drew the most credit card complaints to the CFPB from July 2025 through June 2026, 14,285 of 95,526, according to CFPB data.
- Relative to card loans, the large issuers differ by a factor of 8.6: Bread Financial drew 199.7 complaints per billion dollars of card loans, USAA 23.2, by FDIC Call Report figures.
- According to CFPB data, 14% of credit card complaints were filed against the three nationwide credit bureaus rather than an issuer.
- The CFPB says complaints are not a representative sample; a rate per dollar of loans adjusts for size, not for how many customers complain.
Among the 13 US card issuers with $10 billion or more of card loans, consumer complaints relative to those loans differ by a factor of 8.6: Bread Financial drew 199.7 credit card complaints to the CFPB per $1 billion of card loans from July 2025 through June 2026, and USAA drew 23.2. Capital One drew the most card complaints of any issuer, 14,285 of 95,526, at 57.0 per $1 billion, a lower rate than Bread Financial's.
Complaints are counted from the CFPB's Consumer Complaint Database and card loans from FDIC Call Reports for June 30, 2026. According to the CFPB, its complaints are not a statistical sample and are not representative of all consumers' experiences, so a rate here compares complaint volume with the size of each card book; it does not measure how often customers have a problem.

Credit card issuers ranked by CFPB complaints
Card complaints received July 2025 through June 2026, against each issuer's credit card loans on June 30, 2026. Each row is one issuer: the company the CFPB files complaints against, with every FDIC-insured bank its holding company owns that reports card loans. Below $1 billion of card loans a few complaints move the rate a long way, so the table shows none.

Who draws card complaints but has no rate
73% of the 95,526 credit card complaints were filed against an issuer in the table above, according to CFPB data. The rest name a company with no FDIC card loans to divide by. The largest:
| Company | Card complaints | Why there is no rate |
|---|---|---|
| Equifax | 5,097 | Nationwide credit bureau |
| Experian | 4,073 | Nationwide credit bureau |
| TransUnion | 3,923 | Nationwide credit bureau |
| Navy Federal Credit Union | 1,274 | Credit union; reports to the NCUA, not the FDIC |
| CLGF Holdco 1 | 1,110 | No FDIC-insured bank of this name reports card loans |
| Chime | 928 | No FDIC-insured bank of this name reports card loans |
| Atlanticus Services | 742 | No FDIC-insured bank of this name reports card loans |
| PayPal | 565 | No FDIC-insured bank of this name reports card loans |
| Block | 507 | No FDIC-insured bank of this name reports card loans |
| Bilt Technologies | 467 | No FDIC-insured bank of this name reports card loans |
The three nationwide credit bureaus alone drew 14% of credit card complaints, according to CFPB data. The CFPB records the product the consumer identified in the complaint, so a complaint filed as a credit card complaint can name a company that does not lend on cards. Credit unions report to the NCUA rather than the FDIC, and a company with no FDIC-insured bank of its name has no Call Report to read.
What the rate shows
According to the CFPB, companies with more customers may have more complaints than companies with fewer, which is why it tells readers to consider company size and market share. Dividing by card loans is one way to do that with public data. Among the 13 issuers with $10 billion or more of card loans, the spread is wide: Bread Financial drew 3,479 complaints on $17.4 billion of card loans, while USAA drew 432 on $18.6 billion, by CFPB and FDIC figures.
The rate is per dollar of balances, not per account or per cardholder: two issuers with the same card loans can serve very different numbers of people.
What this means for technology buyers
For an issuer, a complaint is a service event with a regulator watching: according to the CFPB, each complaint it sends goes to the company for a response, and how the company responded is published with it. Handling them well depends on systems that see the whole customer, settle disputes and collections consistently, and decide credit in a way the issuer can explain. These guides compare the options:
- CRM for financial services: one view of the customer across servicing, disputes and complaints.
- Collections and recovery software for banks: the collection side of a card program.
- Credit decision engines for consumer lending: card approvals, limits and the reasons behind them.
- Payment gateway solutions for banks: the transaction side of a card program.

How this list was built
Complaints. Every complaint in the CFPB's Consumer Complaint Database with the product "Credit card", counted by the date the CFPB received it, from July 1, 2025 through June 30, 2026: four full calendar quarters, ending at the latest quarter-end at least a month before the database's last update. The company is the one the CFPB filed the complaint against. The counts for the 534 companies add up to the CFPB's own total of 95,526 for the same filter, which the build checks.
Card loans. Credit card loans ("consumer loans, credit card plan") from the Call Report of every FDIC-insured bank that reports any for June 30, 2026, the quarter the window ends on, read from the FDIC's BankFind Suite. Amounts are on-balance-sheet balances at quarter-end.
Matching. The CFPB usually files a large issuer under its holding company, and the FDIC reports by bank charter. A company is matched when its name, with legal suffixes removed, equals exactly one card-lending bank's name or exactly one FDIC holding company's name; a short list of recorded aliases covers holding companies the FDIC names differently, each checked against the FDIC's current records; and a complaint name for a bank that has since merged follows the FDIC's own merger record to its successor. Complaints filed as Discover Bank, which the FDIC records as merged into Capital One, National Association on May 18, 2025, are counted with Capital One. Each match is widened to every card-lending bank under the same FDIC holding company. The dataset shows the rule behind every match.
The matched issuers hold 99% of the $1.19 trillion in card loans the FDIC reports. 3 FDIC-insured banks with $1 billion or more of card loans each, $11.2 billion between them, match no company in the complaints. Each has less than $10 billion in total assets, and the CFPB says it does not publish complaints it refers to other regulators, such as those about depository institutions of that size. The build fails if a larger bank goes unmatched.
Limits
- Complaints are what consumers report, not a sample. According to the CFPB, a complaint is published once the company responds or after 15 days, complaints are not "information" for the purposes of the Information Quality Act, and the database is not a statistical sample of consumers' experiences.
- Smaller banks are missing. The CFPB does not publish complaints it refers to other regulators, including complaints about depository institutions with less than $10 billion in assets, so those issuers cannot be ranked here.
- Card loans are one measure of size. They are balances at one quarter-end, not accounts, cardholders or purchase volume, and they leave out receivables a bank has sold.
- Only issuers with an FDIC denominator have a rate. Credit unions, the credit bureaus and companies without card loans of their own are counted, but not rated.
- One window. The data covers complaints received July 2025 through June 2026 and card loans on June 30, 2026. The CFPB's database is updated daily, so a later count for the same window can differ slightly.

Frequently asked questions
Q: Which credit card company has the most complaints? A: Capital One, with 14,285 of the 95,526 credit card complaints the CFPB received from July 2025 through June 2026, according to CFPB data. The CFPB notes that companies with more customers may have more complaints.
Q: Which card issuer has the most complaints relative to its size? A: Among issuers with $10 billion or more of card loans, Bread Financial, with 199.7 complaints per $1 billion of card loans, by CFPB complaint counts and FDIC Call Report figures for June 30, 2026.

A: The CFPB records the product the consumer identified in the complaint, so a complaint filed as a credit card complaint can be about a credit bureau. The three nationwide credit bureaus drew 14% of credit card complaints from July 2025 through June 2026, according to CFPB data.
