Key Takeaways

  • 3,090 prepaid account agreements were active in the CFPB's database as of October 24, 2026, from 91 issuers: 52 banks, 16 credit unions and 23 nonbanks.
  • Two banks issue most of them: Pathward (38.2%) and Republic Bank & Trust Company (23.7%), by count of active agreements.
  • 89% of active agreements name a program manager other than the issuer; Netspend is named on the most, 820.
  • 29 of the 52 issuing banks hold less than $10 billion in assets, by FDIC data, and they issue 82% of the banks' active agreements.

Two banks issue 62% of the prepaid account agreements on file with the CFPB: Pathward (38.2% of active agreements) and Republic Bank & Trust Company (23.7%). Of the 3,090 agreements active as of October 24, 2026, 89% name a program manager other than the issuer: in the CFPB's words, the company responsible for designing, managing, marketing and operating the program. Netspend is named on the most, 820.

Regulation E requires issuers of prepaid accounts, other than the smallest, to file each agreement they offer with the CFPB, to name the program manager if there is one, and to withdraw an agreement once they stop offering it. The CFPB publishes the filings. This page counts the active ones and matches each issuer to its FDIC or NCUA record, so a bank filed under several names, a branch or a trade name counts once.

PNC Bank's count includes 1 agreement filed under BBVA USA, which merged into it; Fifth Third Bank's count includes 70 agreements filed under Comerica, which merged into it. A merger passes a bank's obligations to the bank that absorbs it, so its agreements are counted there.

Who runs the programs

The program manager is the company a cardholder usually deals with. The table shows the 20 named on the most active agreements and the banks that issue for them.

Payroll cards, onto which an employer pays wages, are the largest type: 54% of active agreements, as issuers classify them.

What the filings say

  • Banks issue 97.6% of active agreements. 23 nonbank issuers, such as wallet and money-transfer companies that are themselves the party a consumer contracts with, account for 44.
  • Most issuing banks are small. 29 of the 52 issuing banks hold less than $10 billion in assets, by FDIC data as of June 30, 2026, and those banks issue 82% of the banks' active agreements.
  • Pathward names 35 different program managers on its active agreements, more than any other issuer.
  • 1,070 products in the database are marked withdrawn, against 3,090 active.

What this means for technology buyers

A sponsor bank is accountable for programs it does not run day to day. Onboarding, transaction monitoring and complaint handling often sit with the program manager, but the bank answers for the outcome, which makes oversight of partners a technology question as much as a compliance one. How this was built

The CFPB's Prepaid Product Agreements database was read on October 24, 2026; the CFPB refreshes it nightly. It holds 4,160 products, each at its most recent agreement, and this page counts the 3,090 the issuer has not withdrawn. Each filed issuer name was matched to an active FDIC-insured bank (FDIC data as of June 30, 2026) or a credit union (NCUA data for 2026-06): first by name, then by full legal name where several banks share a shorter one. Where a name still pointed to more than one institution, the agreement itself settled it, by the address or website it gives, and a bank that has merged was followed to the bank that absorbed it through the FDIC's structure history. Every issuer's match rule and evidence are in the dataset. Program managers are typed by the issuer, so spellings of one company were joined, and a name was joined to a parent company only where the filing itself names the parent.

Limits

  • Agreements, not accounts or dollars. The database counts products on offer. It does not say how many cards each has, how much money they hold or how much they spend, so a share of agreements is not a share of the market.
  • Small issuers are missing. An issuer with fewer than 3,000 open prepaid accounts does not have to file, and neither does an agreement used only in a small product test, under the CFPB's rule.
  • Active means not withdrawn. Issuers must withdraw an agreement within 30 days of ceasing to offer it; one filed late or never withdrawn still counts.
  • The issuer types the program manager. Names were grouped by the rules above, and the grouping is in the dataset. A program manager named under an unrelated brand is counted separately.
  • Matched by name. Agreements filed under a credit union name that two credit unions share (1) are counted apart rather than guessed.
