Colorado is home to more money-transmitter listings in FinCEN's MSB Registrant Search than any other state, 4,354, and 91% of them name every state as a place of operation. Across the country, 61% of the 23,428 money-transmitter listings name a single state and 35% name every state, according to FinCEN's registrant search. In California, next with 3,251 listings, 79% name one state, according to the same FinCEN file.
Registration with FinCEN is not a license. States license money transmitters, and nothing in FinCEN's file says whether a listed business holds a state license. FinCEN states that a listing "is not a recommendation, certification of legitimacy, or endorsement of the business by any government agency", and that the information "reflects only what the registrant has provided to FinCEN". This page therefore counts listings and ranks no business.

What this means for technology buyers
A FinCEN registration says a business has told the government it is a money services business. It says nothing about whether the business is licensed, sound or what it claims to be, and FinCEN says so. A bank or payments company that serves money transmitters has to do its own customer due diligence, and keep monitoring the accounts. These guides compare the systems for that work:
- KYC automation platforms: identifying and verifying business customers and the people behind them.
- AML transaction monitoring for banks and fintechs: monitoring the flows of money services business customers.
- Sanctions screening software for global banks: screening counterparties and payments.
- Real-time payments platforms: the rails a money transmitter's payments move on.

How this list was built
The universe is every listing in FinCEN's MSB Registrant Search, read from the file FinCEN offers on the search page as a download, 34,276 listings as of FinCEN's update of October 19, 2026. A listing is counted as a money transmitter when it names FinCEN's money transmitter activity. A listing names every state when FinCEN's flag marks it as operating in all states, with or without the territories.
The file has no registration number, and a registrant can appear once for each current filing, so it holds more listings than the 29,262 registered businesses FinCEN counts on the same page. Counting each name once per state leaves the order of the three states at the top unchanged. For two states, the search's own results were checked against the file and match it row for row.
Limits
- Registration is not licensing. States license money transmitters; this file does not say who holds a license.
- Self-reported. Every field, including the states of operation and the number of branches, is what the registrant filed, and FinCEN lists it as filed.
- Not every registrant is listed. FinCEN removes some registrants from the public list, for reasons its search page sets out, and a registrant that does not renew drops off.
- Listings, not businesses. A business with more than one current filing is counted once per filing.
- Home state is the address filed, which need not be where the business serves customers.
- One date. The data is FinCEN's update of October 19, 2026; FinCEN updates the search weekly.
