Entries the regulators' records do not match
The CDFI Fund's list is updated on its own schedule, and it can name an institution that has since merged. Of the 698 depository entries, 608 were matched to an FDIC or NCUA record. Another 77, credit unions in Puerto Rico, are not in the NCUA's Call Report data and are counted on the list only. The 13 below are shown with what the regulator's records say.

What this means for technology buyers
A CDFI's certification rests on serving low-income communities and people who lack access to financing, so loan origination, credit decisioning and the reporting that shows where the loans went sit close to the center of its systems. The median CDFI bank reports $367 million in assets, according to the FDIC. These guides compare the options side by side:
- Commercial loan origination systems: small business and commercial lending, from application to booking.
- Credit decision engines for consumer lending: rules and models for lending decisions, including for thin-file borrowers.
- Cloud-based core banking systems: what a move off an older core involves, and who can take it on.
- Mobile banking apps for regional banks: digital channel platforms for banks below money-center scale.

How this list was built
The universe is the CDFI Fund's list of currently certified CDFIs for October 21, 2026. Its rows equal the totals the Fund prints with it: 1,268 certified CDFIs, 65 of them Native CDFIs, and the same count for every type and every state.
Each bank, thrift and holding company is joined to the FDIC's BankFind Suite, and each credit union to the NCUA's Call Report data, by the Federal Reserve RSSD ID the list prints. Where the list prints none, or the ID is not in the regulator's records, an entry is matched by name, city and state, and only when exactly one institution fits. A holding company is credited with every FDIC-insured bank whose top-tier holder it is. The FDIC records only the top-tier holder, so for five certified holding companies that sit below another company, the bank is the one whose main office has the same street number and ZIP code. Every match and the rule that made it are in the full dataset. One institution is listed twice, under two names with the same RSSD ID, and counted once.
The share of banks counts every FDIC-insured institution that filed a Call Report for June 30, 2026, 4,248 in all, including banks that have merged since. Credit unions are the 4,214 federally insured credit unions in the NCUA's data for June 30, 2026, which reproduce the NCUA's own published count and total assets for the quarter; 2 matched credit unions are privately insured and are left out of the credit union shares.
Limits
- Certification, not lending. The list says which organizations the CDFI Fund certifies. It does not show how much any of them lends in low-income communities.
- The list moves. The CDFI Fund notes on the list that it reviews applications on a rolling basis and that the list "is subject to change", including while it reviews revised applications from certified CDFIs under its certification policy changes.
- Different dates. The list is dated October 21, 2026; bank and credit union figures are from June 30, 2026. A bank certified after its last Call Report is shown with that report.
- Holding companies below the top tier. The FDIC's records name only a bank's top-tier holder, so a certified mid-tier holding company is matched by address, not by an ownership record.
- Loan and venture capital funds have no regulator's balance sheet here and are counted, not measured.
